The best program for creating beats and instrumentals is Fruity Loops or Professionaly referd to as FL studio. Its a very usefull software because it allows you to create beats using a keyboard (piano type keyboard) if you own one hook it up to your PC and start making beats it also has a time line layer based system that plays your music as it moves along its a very handy software
I think FruityLoop DJ is damn good.Cakewalk Sonar and PyroBeat are equally good at creating loops and beats and samples which you can very easily edit and add to create your own music of any length;cakewalk offers adding vocal in realtime by audio in from aux. input device like mic/speaker etc.
FrootyLoop is damn good for creating drum beats and loops.
